Send in your poems, prose, and art to this lovely, long-running and student edited magazine by California State University. They “seek to publish imaginative works that push past the expected metaphor, that challenge us to engage and question accepted structure, that augment time-honored forms of writing and consider what comes next. Watershed Review, one of the oldest, continuously published, student-edited literary magazines in the nation, is sponsored by the English Department at California State University, Chico.”

They don’t specify. You will need to email them and ask what they consider previously published.
