The literary magazines/journals listed below all offer some form of payment, do not charge submission/reading fees, and have submission deadlines between August 31 and September 30, 2018.
This list focuses on poetry submissions, but most lit mags accept prose and art as well. The listings are in order of closest deadlines.
Filling Station
DEADLINE: August 31, 2018
SUBMISSION FEE: None
FORMS: poetry, fiction, creative non-fiction, critical non-fiction (about literature and occasionally about visual art), and visual art
PAYMENT: “In addition to a complimentary 3-Issue Subscription ($25 value) and a discount on future renewals and subscriptions, filling Station offers each of its contributors a $25 honorarium”
Qu Literary Magazine
DEADLINE: August 31, 2018
SUBMISSION FEE: None
FORMS: Fiction, essays, script excerpts, poetry
PAYMENT: $100 per prose piece, $50 per poem
The New Quarterly
DEADLINE: August 31, 2018
SUBMISSION FEE: NONE
NOTES: Canadian writers only, snail mail only
FORMS: poetry, short fiction, and creative nonfiction
PAYMENT: "We pay writers $250 for a short story or nonfiction entry, and $40 per poem or postscript story."
Hysterical
DEADLINE: September 1, 2018
SUBMISSION FEE: None
NOTES: Open to submissions only from writers who are women, femmes or non-binary people.
FORMS: Prose, poetry, and hybrid/cross-genre writing
PAYMENT: “We're dedicated to paying for work, as we value writers and art. At the time of this writing, payment is $50 per accepted prose piece or group of poems.”
Arsenika
DEADLINE: September 15, 2018
SUBMISSION FEE: None
FORMS: Flash fiction and poetry
PAYMENT: "Payment is $60 USD for fiction and $30 USD for poetry for first world electronic rights and non-exclusive audio rights. We hope to raise the poetry rate to $60 as well in the future"
The Puritan
DEADLINE: September 25, 2018
SUBMISSION FEE: None for regular submissions
FORMS: Fiction, nonfiction, poetry
NOTES: only issues payments via PayPal or PayPal check in the mail
PAYMENT: "$100 PER INTERVIEW, $100 PER ESSAY, $100 PER REVIEW,
$75 PER WORK OF FICTION, AND $20 PER POEM (OR PAGE, CAPPED AT $80 FOR POEMS RUNNING FOUR PAGES OR MORE)."
EVENT
DEADLINE: Reached Submittable limit – reopens in December
SUBMISSION FEE: None
FORMS: Fiction, poetry
PAYMENT: Per their Editorial Policy:
- For poetry we pay, upon publication, a minimum of $35/page, up to a maximum of $500, along with two copies of the issue.
- For prose we pay, upon publication, a minimum of $30/page, up to a maximum of $500, along with two copies of the issue.
- For cover art we pay, upon publication, $150 along with two copies of the issue.
- For the commissioned illustrations, we pay, upon publication, $500 along with two copies of the issue.

Thanks for the heads up! I'll look into it more carefully.
They have two categories open until Sept. 25 that are no fee. One for Poetry and one for Prose. They do also have some paying categories.
When I submitted in the No Fee category for Poetry, a box came up saying I owed them 3 bucks, and could pay via credit card or PayPal.
Interesting. I wonder if it's a problem with their submittable setup.

Note that Qu “does not accept international submissions”. Leaves me out. Haven’t figured out why that’s an issue in these connected times.
Victor, if they ship copies or pay, that would explain the reluctance to take international submissions due to high postage or difficulties in currency exchange.
