Why limit yourself to being published in lit mags in the U.S., Canada, or the U.K? There are many countries with English-language lit mags you can also submit your work to. For example, my poem "My Monkey Grammarian" was published in Hong Kong and even included in a review! You can read more about it here.
Thanks to Authors Publish and Aerogramme Studio for compiling the original lists I used as resources to start my research for the list below.
This list focuses on NO/LOW FEE poetry submissions, but most lit mags accept prose and art as well. Three of the listings are PAYING markets. The first DEADLINE is 12/31/2015. The listings are in alphabetical order.

Reblogged this on Dear Reader and commented:
I haven’t thought about submitting to international literary magazines. May have to check some of these out!
Thanks for reblogging!
Reblogged this on Miriam's Well: Poetry, Land Art, and Beyond and commented:
Thought this might be of interest to all of you–readers and writers.
Thanks for reblogging!
I’ve just added two more to the list B O D Y Literature and Frostwriting!
The ilanot review in Israel publishes in English. Thanks for this list!
Oh yes, how could I forget them!
A3 in UK is interesting. Each issue folds like a map. Editor very friendly.
Thanks, I’ll check it out!
For those of you interested in submitting to A3, it has a wonderful aesthetic, but I can’t officially add it to the list because it is contest with a $5 entry fee. There are cash prizes and those selected will be included in an issue. The link is here: http://www.writingmaps.com/products/a3-review-issue-1

Thanks for sharing. I won’t be promoting this particular call due to the fee, but some may see this comment and be interested.
It’s out o date.
It does need updated, but most of the links should still get you to the lit mags.
An absolute waste of submitting time. Many have no submission addresses. Ridiculous.
This is on my list to update, but I don’t really understand your complaint. At the very least, the links to the markets and/or doing a web search for their names still provides good leads for potential places to submit. I offer this information to support the poetry community on a volunteer basis. There is no charge to access it, there are no ads on my site, I actually pay to keep ads off my site. This is my way of giving back. I’m open to feedback, but please provide details in a helpful, less negative tone. Best wishes.
Also note, this is a very old post. There is one that is more current here: https://trishhopkinson.com/where-to-submit-internationally/
